...sapiens sapiens? Quick gene testing at birth could tell us who is who.
And only some rights to those who are hybrids of true humans and Neanderthals?

Well, nobody's completely sure that there even are such hybrids and we wouldn't be able to test for them.
Besides, I think all humans should have full human rights. There's no reason to believe that sapiens are any more human than neanderthals.
