Should this be aloud and is this law?

Ok I know someone who has had a child but 3 years latter the mother wont let the father see the kid but the father is still paying for the kid (and the kid is 9 now) should this be aloud and is it law (all of them are in the UK)
 
He has legal right to visiting right unless he has proved in the past to be a bad father with violent tenancies
