Should the "ictus" in the poetry of Homeric Greek be meant to be pronounced?

What I mean, is the "iota subscriptum", e. g. under the letter omega: in non poetry it is pronounced as "oi"; in poetry, however, it might only have been a sign to show the accent ("arsis").
