Should the criminal investigations into Toyota be extended to Consumer Reports?

Which continued to give unqualified praise and recommendations for Toyota vehicles, even with growing evidence of serious defects?
Should Congress, the SEC and the New York grand jury subpoena Consumer Reports editors and investigators to explain and justify their unfailingly glowing reviews of Toyota, even though:
- Toyota had 9.3 million recalls between 2004-2007 (10.1 % of its vehicles on the road, vs 6.8% for G.M. and only 2.5% for Chrysler),
- and even though Toyota was censured by the Japanese Government in 2006 for " failing for eight years to disclose and act on reports of a design flaw implicated in loss-of-control incidents." ?
If it can be established that Consumer Reports suppressed or ignored this damaging data about Toyota, it could justifiably be implicated as complicit with Toyota in the confirmed fatalities from runaway Toyota vehicles.
