Should Pres. Barack Obama reverse Bush's failed policy of minimum wage hikes

(and blame it on Bush ! )? According to the law signed by Pres. Bush the last hike of minimum wage is scheduled on July 24th from $6.55 to $7.25. This 11% minimum wage hike is projected to result in loss of 300,000 jobs, at a time when unemployment is almost 10% and 40%(!!) of black youth are jobless.
 
Considering he has reversed policies of clinton bush reagan carter and working on Washington and Lincoln also, I am surprised it has not been reversed already.
