So in this bad economy, where cities are cutting budgets, can police departments afford to continue pursuing every teenager that doesn't have a driver license and wants to take police for a ride, and then end up with a big crush and the death of four ppl?
And since they already have the plate number and the car description can't they just trace them down and send them a ticket?
