Should motorcycle riders or car drivers bare the burden of road safety?

Should drivers make sure there is a significant cushion between them and the rider? Or do riders have to make sure they are not riding in a driver's blind spot? Just some things to think about.. But riddle me this? Whose fault do you think it is when you see the result of an accident and the motorcycle t-boned a car? (Think of all the possibilities)

Note: I completely think that realistically it is the responsibility of both the driver and rider, but I want to know where everyone would fall had it been a one way or the other situation.
Ok.. I'm not sure if I am not clear, but I was hoping for discussion type responses. I am fully aware of the pros and cons of driving and riding since I have done both, but I want to know how people from different walks of life feel. I was hoping the input here would help for a speech I am going to give.
 
OR? Everyone on the road should be concerned with safety.

Two vehicle collision? Legally it would be the "fault" of whichever failed to obey the law. Most could have been avoided by expecting and watching for the law breaker.

Bell System Policy is that there are no unavoidable accidents. The existence of unavoidable accidents does not negate policy.

What is there to discuss? You take responsibility for your own safety. If you don't you WILL be involved in 'accidents'. Not my problem.
 
A good driver is not always the one who reaches first. With experience you learn so much and can predict what the other driver's next move.
So all the points you mentioned help you to prevent accidents.
Practice it and you will feel safer on roads.
