Should mobile phones be off limits to people under 18?

I ask this question because of the rising levels of organized teenage violence that is happening on the streets of our cities.Large numbers of young people gate crashing parties,bullying members of the public,
If it is illegal to drive until you are 18,and you cannot smoke until you are 18 why not limit mobile phones.
 
Ya, this is all we need, more restrictions. Try thinking of a different way to lower teen violence rates. What about the other 95% of teens who dont use their phones for violence?
 
actuually in some countries teens cant drive until they are 18 like france and germany i think and well i dont like your idea its stupid teens need it for emergencies but its true some kids over do their useage of a cellphone and text all damn day
 
you can get your license when you are 16 so what if you got into a crash? i think its important for kids to have cell phones. my mom makes my younger sisters take her phone when they go on walks in case something happens. violence can be organized without phones, so its not cell phone and they could just use house phones anyway,
 
Not exactly. I gave my daughter a cell phone when she was little so that I could call her whenever I needed to tell her something or find her or whatever.

However...

Texting and camera phones should be outlawed. And they should only be allowed to make a call with their parents permission - like having some phone plan where they have to push a number to get a dial tone and the phone company rings the parents number to get permission for the call or the phone, no matter what number is dialed, goes directly to the parent.
