Should I wait?

I was looking to get a new phone soon. I currently have a Blackjack II, but it has been getting erratic, and has been shutting on and off during calls. Almost every call, this happens. Anyway, Im looking for a new phone that has WiFi, and a full keyboard, and that runs Windows Mobile. Specifically, I was looking at the HTC Fuze. Currrently, I have the plan with the lowest amount of minutes, and unlimited texting without a data plan, because where I live, there is not a lot of 3G service, but I will be moving to the city here in August. My question is, should I hold off on buying a new phone? My 2-year agreement is only halfway up. I know the new iphone should be coming out soon, would that drop the prices of other current phones when it comes out? My other question is, do I need to have a data plan to use wifi (this is what they told me...)?
 
New iPhone will launch on June 19, 2009, and yes, the current model will drop in price (by $100). You don't need a data plan to use wi-fi, but you are required to have one if you have an iPhone.
