Should I wait to send my college application?

I took my ACT test October 24, 2009 and I am taking my SAT test this saturday and my college application is due November 30th so can I send my application now and when I get my scores, then I can send them then?
and will it make a difference if I take my SAT and then submit my application after that day or can i send it now?

If your application is done now, send it. Colleges understand that your test scores (along with transcripts and letters of recommendation) will come later.
