Should I sell my bike?

I bought it for about 100$ about 4 months ago.
It's starting to rust and one of the breaks isn't working very well.
But i need a bike in 2 years so i can ride to summer school... but by then i think it will be too rusty and wont work. My sisters said to put it in the basement but it already started rusting so im guessing it will spread even if it's in the basement?

A person offered 70$. Should i sell it?
 
If youre not planning on riding it for the next 2 years, yes. If you are planning to ride it, get some steel wool #0000 and clean the rust off. Then put a light coat of oil on the spots you cleaned to keep oil from coming back soon.
