Should I replace my radiator on my 1999 Toyota Camry?

Two mechanics have told me I should replace my radiator on my 1999 toyota camry. The front portion of my radiator has a small leak of coolant(radiator fluid). The fluid dries up and crusts around the front portion of the radiator. I don't have $400 for a new radiator. Would pouring water in the radiator or collant in the raidator work? How do I know when to pour wither one in the radiator?
If I can I would rather fill the radiator with coolant or water.

I'm not financially able to caugh up $400 for a new radiator.


How can I check the radiator to know how much water or collant to put in?
I'm not handy enough to do repairs myself.
