Should i re-home my puppy?? Please help!?

Ok so i have a 7 month old male Australian Shepherd puppy. I got him when he was 8 weeks old. He is REALLY high energy like any aussie does, but he is just so out of hand crazy, he runs around the yard tearing up everything in his way, he is an outdoor only dog (accept for at night or if it's poring rain, but even then he goes in his big crate) We have tried to calm him down in the house but he just runs around grabbing pillows, blankets, garbage, he tries to take stuff of the counter, he chases our cats, and doesn't let us catch him. And it is really hard to discipline him, cuz he just runs around and just makes a game out of it so he never even knows he's in trouble. We have tried yelling at him, grabbing him by the scruff of him neck, pining him to the ground, everything we can think of but he just doesn't get it. He runs around outside all day, goes with us to the barn in the morning, then i take him for a 2 hour walk/jog every night so it's not like he doesn't get exercise. He chases the cats and he will put his foot of them and try to pin them down and he has hurt the cats before, but when you try to yell at him or grab him to punish him he just runs away and again makes a game out of it and stars barking at us. He has also bitten me over 5 times (not play biting) and has drawn blood. Also he killed my rabbit a couple of days ago who way a much loved rabbit, and it dearly missed, and i now fear for our cats lives. He is ok around other dogs but sometimes will snap at smaller dogs. When ever he sees another person he malls them, he will jump all over them and playfully bite at them, we have tried making him sit and stay calm and we have worked so hard on not getting him to bite but he just forgets, he still jumps all over people, even if you make hi m site first. We took him in a pet store a while ago and he was so exited he was like quivering and would just lung at everybody to get pets (he almost pulls me over, scares the other people and sometimes hurts them when he jumps at them. and jokes himself in the proses. Another thing is that he doesn't let you get near him, as soon as you walk out the back door he runs up to you and tries to jump all over you and will bite at your hands, but if you try to catch him he will run away (near you but not close enough) and barks at you. Even if i'm trying to get him to come in at night i will call him and till him to come here but he will just stand there looking at he but when i get near him he will run away, i have to loor him in with a dog treat. He is very independent and doesn't want to learn anything or listen to anyone. He is also very dominant and wont submit, even if we try to pin him to the ground.
We have has many dogs and puppies, even some very challenging ones. My mom has trained some pretty crazy badly behaved dogs, but she even thinks he is amazingly high energy and almost imposable to teach him anything.
He will sometimes listen good on the leash (unless there is anything remotely exiting going on, then he just looses it) but he never listens otherwise.
He is not yet neutered and i'm hoping when we get him neutered it will calm him down a bit but i'm sure it won't help too too much.
I know that was alot to read but i really need help!!! Should i re-home him to people that can work with him, a dog trainer maybe.
What do you think i should do!!
