Should I pay for my car repairs if it's taking longer to fix than agreed upon?

I'm running out of money paying for a rental car to get to work / drop off pick up my kids.

The mechanic said it would be done today (he has had the last three weeks to repair it and didn't mention any trouble with his deadline until he called to tell us at 3pm, right before he closes shop, that the car won't be ready today and *may* be ready Monday afternoon.

Am I required to pay for the repairs he has done this far to my old car or can I take that money and put a down payment on a new one today?

Unless you signed a contract with him stating an agreeed upon date you probably have no recourse but to pay for all the repairs he has done.
 
In most cases you are responsible for payment even if the repair is taking longer than expected.
Perhaps you can work something out by politely mentioning the extra cost of the rental car. Other than that you are responsible for payment.
 
You need to pay him and you don't "agree" to have your car fixed at specific times. You hand it over in trust and he gives you an estimate on time and you hope that he gets it done. Unless you signed a contract with details, he can't be held liable for time.
