For under 200....you can only get a Cold Air Intake or Short Ram Intake....Because an exhaust would have to be professionally installed most likely, if you are not a mechanic.
For a Civic you should be able to get a no-name brand off of ebay for like 60 dollars or under...If you choose to go AEM, K&N, Injen, Weapon R, etc...it will cost pretty much 200 dollars or more....
The intake will give you a little power and sound...The exhaust will give you more sound...but if you do not get a Catback and get just a muffler or aN axleback exhaust...you will not get the full gain in HP...but nevertheless you will get the exhaust sound...which would make most people consider your Civic a ricer...
