Should I get a road bike or mountain bike?

Im going to commute to town. I live on dirt roads and it takes 3 miles to get off the dirt roads, the rest of the way is tarmac roads. Its rain alot. Should I get a mountain bike and put smooth tires when its not raining or should I get a road bike and put off road tires on it when it rains? How fast will a mountain bike go on smooth tires on tarmac roads?
 
Get a hybrid bike, they are good on the tarmac and gravel roads and pathways. You can put fenders on them for the rain along with a rack. The tires will be good for both surfaces so no need to change.
