guy with questions

ok so i'm in love with my best friend..we do everything together,if we aint together irl we're talking on msn or facebook,and we both play word of warcraft too and we do stuff together there,and i fell in love with her a couple weeks ago... and there's other stuff but i'm not going into that now,i just want to know.
i'm pretty sure she likes me too,but she's waiting for me to make a move,so,my question is,should i tell her now,or should i wait ? i was thinking..it would be magical to tell her on new years eve..and then we spent the day/night together ,talking and looking at the fireworks while holding hands and cuddling kinda...would be awesome.
but i kinda want to tell her now already so i can hug her and kiss her and cuddle her,and stuff like that. so what should i do?
