Should I complain to the hospital management?

The hospital changed the jobs of their case managers. The case managers now have to attend a 4 hour meeting every day. This 4 hour daily meeting means they are not accessible or reachable during that time. When, they are no longer in the meetings, they have to play catch up with their other work which leaves very very little time to deal with the concerns of the family members.

So, they are really busy now and they are slipping up with their work which affected my father.

My father is staying at the hospital on a long term basis.

My complaint to the hospital management wouldn't be about the case managers.
It would be about their new job duties which is interfering with patient care.

Should I complain? What should I do?
I was told by the case managers that these meetings have nothing to do with their actual work.
Once, I made an appoint to talk to the case manager about my father. So, I made this trip all the way to the hospital. The moment, I sat down with the case manager. She got this urgent phone call and my meeting was canceled.

If they didn't have these 4 hour daily meetings, something like this wouldn't have happened.
