should i complain the hair salon? that make my mom lost her hair.?

last december 22, 2010... i took my mom to these newly opened salon because she want to had a perm as a christmas gift... this salon just opened a few moths there are no displayed product, there not much equipment and the owner is also the hair dresser, the cashier (for short she's the only employee of her salon). my coworker recommended her because they a friends. to make the story short.

my mom got a perm. I told her my mom hair is very hard to curl she might want to add some minutes to the chemical. she said that she's gonna definitely gonna add some minutes bec. my mom hairs has color so it will contrast the chemical for perm. i think she add like 5-10mins.

the result was good and then after few days my mom start loosing her hair. every time she take a shower a bunch of hair flows to the drainer, every time she use her hand just to remove the tangle "oh my" its like a hair ball of a that been took off from her hair. and before her hair is smooth and shiny but not its dry and ugly.

I paid $60 for my mom perm and $12 for my eyebrow waxing... should I complain to the salon.? and what should i say? unfortunately i lost the receipt but I printed out my bank transaction and i remember i wrote my information in her guest book. I ever she insist to help us where else can i bring this complain? coz i think she's just new in this business and have no experience

PLEASE HELP ME i fell sorry for my mom =(
