Should I complain about my neighbor's loud children in early morning?

Let me first say that I love kids. But I have some new neighbors in my apartment complex who have cordoned off a section of the open air courtyard in front of their door, and let their little ones ... I guess ... run around and play there. Now, I completely understand how important it is for kids to play, and it's great for them to get fresh air, but the open courtyard acts like an echo chamber and their little voices have been waking me up in the morning. I'm a night worker and don't usually get to bed until 2-3am. And here it is 9am and I'm wide awake. Living in an apartment complex, I realize there is a certain level of noise that I'm going to have to live with. I just think this is a little too much.
Should I complain to the apartment manager?
 
I would try talking to the parents before going to the apartment manager. Most people understand that those who work late at night sleep in in the morning, they might be willing to take them to a park or keep them inside instead. If they aren't cooperative then yes you should go to the apartment manager.
 
In this case, it might be better to talk to the mother or whoever is responsible for them to see if something can be done - a compromise.
Don't be rude. Don't be cranky. Be very polite. Try to come up with a possible solution that might be accepted. I still hold out faith that people can be fair and reasonable.
 
You can, but you know that the hours they are out there playing are not hours considered off limits re noise...usually the time for being quiet is between 11PM and 6AM. But you can always ask.
 
Some apartment complexes have tenants somewhat organized in categories to make life easier for them. For example, a local apt has one building for parents with young kids, another for night shift workers, another for college students. It doesn't eliminate completely the inherent problem of living so close together, but it does help a lot to keep people out of each others' hair. Maybe yours has something like this ?
 
Children are children. They dont work night shifts like you.
Dont rob their freedom by being a spol sport.
 
You should try asking the parents first and then if that fails then you can contact your apartment manager just be aware that they might not stop
