Should I buy this motorcycle? 89 Honda Shadow?

I'm buying from an international college student who is selling it for $700. I don't know too much about motorcycles, never owned one, but when I checked it out, it didn't look too bad. It had some rust on the chrome, the tank was fine, tires were ok.

The only problems mentioned to me so far was that the shocks needed fixed (or replaced) and some wiring fixed for the blinkers.

I checked kelly's blue book for retail value and it was (off my memory) about $1500 for a 600cc and $2300 for a 1100cc.

What do you think?
 
I don't think you should buy it. Motorcycle should be a pleasure vehicle / item. If the bike is old and not working properly and is constantly needing work. Not only is it not rewarding to ride but it's very dangerous.

Shocks not working or being a problem would definitely contribute to safety. I would say keep on looking.
