Should I Buy This Car? (89 buick lesabre)?

Guy's asking $700 for it. It needs a new valve cover, which I can get done for $150. It smokes when the oil drips from the current valve cover onto the hot engine. My mechanic recommends that I bring it to him first to see if that's the only problem, but the guy won't let me because it doesn't have any dealer plates. (It's one of those really ghetto rent/buy lots)

He's fine with someone coming to the car to check it out for me, but I don't know anyone who can.

Should I offer 600 or just pass?
 
see if youre mechanic can go there or maybe have it towed to the mechanic im sure the dealer has a tow company he deals with that will tow it cheap
