should i ask a guy i had a fling with why the fling stopped?

Okay Im 18 year old guy and im bixexual. There was this guy my Junior year in high school we will say his name is Jeff. Well Jeff and I were both in student government with each other so we spent a lot of time together, So i developed this crush on him. I didnt know if he was gay or not. We would send a lot of time together at school and stuff. He would give me long hugs. We spent like every minute of are lunches together, We would always be touching on each other and play around. I believe it was flirting but IDK!!! Then we would always text each other and stuff. And we cuddle together at football games under the same blanket at football games. I would like sit between his legs and he would hold me. We were so cute. I wanted to take things to the next level but all of a sudden we broke contact and he became a little distant. So like next year like right before graduation he tells me that he wish we could of been as close as last year. It was like so shocking. I didnt know what to say. I kind of wanted to cry. So know its been like a few months since i seen him and im going to see him in two weeks So now I want to know should i ask him what happened? PLEASE can you give me some great advice i totally need it.
