Should foreign energy company's be allowed to drill for oil in American territory?

Especially after the environmental damage and loss of American lives that they have caused us already, most recently by BP, Halliburton and TransOcean? How much of the tab will American taxpayers have to pick up, to restore the Gulf to what it was, and recoup losses of other actual "American business's" that were dependent on the Gulf (fishing, tourism, etc)?

BP - British
TransOcean - Cayman Islands
Halliburton - Dubai

Should these corporations be allowed to do business in the US following this poor behavior, and all that they have cost us, especially since they aren't even American business's?
Ninja - Darn straight. That 75 million cap was put in place by Corporate sellout Repub's (and even a few Dem's)following the Exxon Valdez disaster... Apparently corporate lobbyists convinced or gov't, that the next time they created an obvious disaster like an oil spill, they wouldn't have to pay so much (not to mention disasters like increased autism, asthma, health problems due to burning of fossil fuels.... which they pay nothing towards).
