should car dealers price their cars over the kelley blue book price?

or are most cars priced about the same as the kelleybluebook price? Im looking into buying a used car, and want to know if I should expect the price to be over the kbb price, and if it is, should i keep insisting to the dealers to give me that kelley blue book price or should i just accept that the car cant be given at that price? I hope i made sense.. thanks
