Should businesses be fined for allowing their rubbish to blow around in the wind.?

In a residential area, someone who works from home leaves their paper and cardboard in a pile in the front garden. It's not anchored down in any way and a lot of it gets picked up and blown around the area by the wind often ending up in other people's gardens which is annoying all concerned.

What can be done.
 
You may well find they are operating illegally in working from home. Mortgaged properties are not allowed to operate businesses. If these are their only premises, you have a lever here. Of course they should be held responsible.
