Should both Ford Windstar fans kick on during excess heat?

Has said before me . Only one fan works with out a/c. You must have the complete coolant system checked by a reputable person as soon as possible.
This van has a poor system design and it need to work at 100% are it will cause engine damage.
Be sure to check coolant fan switch, thermostat and radiator cap for proper operations.
Never use stop leak in the system. it is already poor on flowing & it will not help(except to just get it off the roadway)
 
My 1996 Windstars second fan would not kick on this past summer, no matter what. The ac quit working due to a leak before summer, and I never fixed it. The engine nearly red lined twice but didn't overheat all the way.

NO. This fan is designed to be triggered by the AC. When the additional load of the AC is put on the engine it will run hotter, so manufactures installed a second fan just for this reason. Sorry, it doesn't work that way.
