Should BCS college football break from the NCAA ?

Why should BCS college football teams answer to the NCAA ? It's not like the NCAA serves a purpose anymore. The so called penalties handed out for breaking the rules either don't happen, or are so small compared to years past that they are a joke. The NCAA also has absolutely nothing to do with the BCS Championship. What is their point in modern times ?
 
I can't argue the point about penalties. But the way I understand it, the BCS has a contract with the NCAA. If they tried to break off, the NCAA could possibly just refuse to let colleges participate. After all, the C in NCAA stands for collegiate, right?
