...its citizens? Is healthcare a moral Right in the USA in light of the advanced technology available to save/enhance lives? Should taking advantage of medical care and technology be determined by need or economic standing?
 
It's really up to that civilization. Morals are relative values, not absolute ones, what is moral is what we decide.
 
Without honesty and transparency in government, the civilization you're referring to isn't capable of having "moral obligation" or moral anything else.

Whatever reform comes out of this mess will benefit the corpo-thugs who WANT the "reform." Wake up and smell the dirty rats with their dirty paws in our elected officials pockets. It's another snow job baby.
