Should a male only dressed as a female (no operation) or female dressed as a male be allowed to the opposite sex's bathroom?

No because regardless of how they are dressed, they are still the gender they are and should respect that by going to the appropriate bathroom..

Assuming this applies to pre-op transexuals only and not people in drag, yes, they should be allowed to use the toilets for the gender they identify with. Part of the requirements for getting a sex change is that the person has to live as their preferred gender for two years, and using the right toilet is a major part of that.
