Should a Harley Davidson Owner be allowed or fined for parking on a sidewalk?

In the city where I live I always notice one HD owner parks his HD on the sidewalk in front of his house.
The sidewalks are not his property, sidewalks are owned by the city and the taxpayers, it makes a safety hazard, people walking on the sidewalks have to walk around it on the road and anybody can slip and fall on the oil stains it leaves behind.
I am going to complain about it at the next city council meeting and demand it be moved and the owner of that HD be fined.
Do you agree?
 
we get fined here if we park on our sidewalk for to long (over 8 hours).my neighbor had to pay a 650 fine for his third ticket.the next time they impound the bike.
