Shifting gears on a bike?

I just got my first road bike. I don't know much about shifting, but when I shift the left shifter to the highest gear, the front derailleur touches the chain; making a irritable noise as I cycle. I tried shifting the right shifter and the sound problem didn't go away. Is this supposed to happen? If so, what's the highest gear on the left used for?
 
Your derailleurs need adjusted, the highest gears are used for speed.
