shared access with my neighbours garden?

I live in a council house and me and my next door neighbour have a shared access ( back garden ). Can anyone tell me where I stand on it because I have been told I can't lock my back gate so I am putting my kids safety at risk with all the weirdos out there and all my belongings in the garden am easier for a thief to take, please help
 
I don't know why councils do this. It so often causes trouble. If your neighbour has right of way and it sounds as though he has then all you can do is to fit a lock and give him a key.
