Sex question. I am confused!?

This guy that I have been seeing stays the night with me sometimes or I stay the night at his place. When he has been drinking, he initiates sex. When he is sober he never initiates anything. Not even kissing me on the lips! He will cuddle with me and kiss me on the head and forehead and be really sweet but thats it. I'm pretty sure that it's not me because when we are cuddled up I can feel that he is hard so I dont know what his deal is.
 
he's the passive type...he's just afraid to initiate something or anything without any signal from you.....he finds courage only when he's had some drink...... maybe he's afraid or cautious not to fail you....hurt you...or make you mad...tell him about things you like and dont... teach him....bottomline.....he respects and loves you !!!
