Sex offender at local park.?

I live in a very small town and I frequent the park with my son in the evenings. Every night at the same time, wearing the same thing, a convicted child molester comes there and walks around the park several time, close to dark, when most parents are chatting and their kids running around as the sun sets.

My question is, should I call the sheriff's department and report him. I checked the offender's picture from my iphone to double check it is indeed the same man in the picture. Tonight I caught him eyeing a young girl who was doing cart wheels, I quickly made eye contact with him to let him know I was watching him, this was the first time I ever saw him actually look at a child, mostly he just walks briskly around and around, not making eye contact with anyone. Is it illegal for him to be at the park around all these kids in GA? I keep googling things and I get different answers every time.

Before I stir the pot, I want to make sure I'm justified in doing so. I understand these people have rights too, but I cant relax, I feel like I'm watching out for everyone's kids, since it seems I'm the only one aware of his presence.

Any advise would be appreciated.
@Francis- Should I ask his name to make sure?

I think I might just call my sheriffs department and give his name and ask them to check it out.
