Seriously. I need to build a BIG underground base. Experts Please Help!?

I am looking for help on where and how I would start this project. I know I want the base to be in the mid-west and near a major city. I have shopped around but could only find a small base (Link Here- http://www.siloworld.com/579thSMS/PRESENT%20DAY/SITE%204/RE-HAB/RE-HAB.HTM
It is to small, I have no budget for this project. I don't care if the base is built from scratch or if I can refurbish from a old U.S. base. Links would help. I am not trying to be funny so please no joke answers. Other Notes: If you are a Military Contractor that has experience in building bases I would like to know what the latest technology is. Like how big does it need to be to house 100 to 150 people, how long can we stay underground cut off from the surface, if there's any way to stay underground up to 100- 300 years, how could we be self sufficient. Some of my ideas- there would be solar panels that comes out of blast doors that would collect energy during the day, ... more info email me at tecben@yahoo.
 
You may not be trying to be funny, but this is very funny anyway.

There is no possible way that someone would come to YA for help in designing & managing a major construction project!
Especially someone who
a) Has no experience or knowledge of construction (that's what comes across from your question)
b) Wants to use the latest, presumably classified, military technology and
c) Has no budget

What do you need a base like that for? I hate to break it to you, but that's not something you can do on little to no budget. Not even close.

Try and ease up on the paranoia, man.
