Here you have a kid with a gun to his head. Are these bike cops, and all who carry a gun professionally, trained to keep their firearm pointed down and away unless they intend to shoot?

If anyone puts a gun to your head you have a right to kill that person immediately. If you see someone with a gun to some unarmed persons head, while you are armed, is it your moral responsibility to shoot to end that situation ASAP?

Manipulating people with a gun to the head is beyond negligent and needs to stop IMO.

You can see they were not throwing rocks when bike cop rides up and starts shooting. They had the right to try and defend themselves, unfortunately all they had were pebbles.

That's the answer then: They are teaching to aim at suspects even if you don't intend to fire immediately. I don't agree with it at all, but apparently that's the way they are doing it.
