i dont understand what this sentence is trying to say.

inefficiencies of the privatised public transport network

The poor set-up and preventable inconveniences found in the current train, bus, etc systems- compared to when it was all run by the government instead of companies.

The sentence means that public transports such as buses does not provide an excellent service. For an example , bus usually doesn't arrive at the correct time ! It makes us to wait not only for minutes but in some case, we have to wait for several hours .

It means the problems in providing an efficient transport system by privately owned companies.
Transport owned by private companies (not government ones) don't run smoothly or effectively.

That is not a complete sentence, but to break the phrase down:
inefficiencies - aspects which are not efficient
"privatised public" is tricky, but it probably means transportation for public use (like bus systems or trains) that is owned by private companies. The word network means the whole system, like an entire bus system or series of train routes.
The phrase is referring to
the reasons why private companies owning transportation (like buses/trains) does not work as well as it could.

Public transport is subways, buses, commuter trains, trolley cars. When they are privatized, it means they are run by private companies instead of a government agency. If they are inefficient, then they do not work right. The bus schedules can be off, trains breakdown, subways freeze, people are late for work, traffic is jammed... etc.

Just think of a great big metropolitan city and all the traffic problems. One city bus with a flat tire because of bad maintenance and misappropriated funds can cause 45 people to miss connecting transfers and/or be late to dr appointments and jobs and school rooms. Chain reactions, domino effects, backlashes, and bad management. The government can no longer tell them what to do, because the private company has control.

Well, in my opinion let me break down the sentence:

Privatised public transport network = Your local train/trams/bus (and even taxis in some cases) which are NOT owned by the government, but by large companies who are OFTEN 'hired' by the government to provide you these services.

Inefficiencies - Examples could include but not necessarily have to be...delays, cancellations, bad customer service, etc.

lack of the private public transport network?

I think it means there is a lack of private public transport?
Maybe I'm not 100% haha. I hate it when people use big stupid words. And if you get stuck again, just try breaking up the words one by one and figure out what it means like that. Lol

Hope i helped :P

It means that the buses and trains aren't timely enough, probably because they're no longer public (they were privatised).

the transport network is crowded and having inefficiencies ...
the network is only for the public users
