Sounds to me like you have a sticking brake. A thorough brake inspection would be in order at a shop and You can locate places that inspect them for free.

A seized caliper or a stuck brake shoe would cause the symptoms you report. When stuck it will not allow wheel to turn. When enough force is applied (via the drive line) it releases with a sudden surge of power breaking the traction of the tire.

I drive a 2000 Ford Taurus and it seems like after I have been driving it a while, then my tires will get stuck and when they become unstuck, the tires will spin out like I am burning rubber. What could be wrong with it?
