seeking cheap GSM phone with Java, GPS, Internet

I'm looking for a cheap GSM phone that can run Java code, contains a GPS receiver and can talk to the Internet. The Motorola i415, which costs about $30, would be ideal for my needs, but it uses IDEN, not GSM. I want to buy lots of units, so cheaper is better.

Any ideas?

More generally, is there any sort of phone feature matrix out there which would allow me to look through hundreds of phones currently on the market and find the cheapest one with the features I need?

You want it cheap, you get it cheap. Remember that!

I don't know of any cell phone that does VoIP adequately. You need at least 3G and a fairly fast processor. And now you want one cheap?

And don't forget the cost of unlocking.
