Section 71 civil service law ,can I be reinstated as a new employee?

Work for N.Y.C H.H.C permanent employee who went through P.R.B as was to be reinstated ,H.H.C instead made me a new hire , I am now on probation with zero seniority ,New York State civil service commission says HHC is wrong Has anyone went through this and can you reccomend a good Civil Service Lawyer Thank You
