I'm sure she was walking across the street to start up a fortune 500 company when this cop came along and ruined everything.

"everyone does it" is absolutely irrelevant. He was enforcing the law. She didn't comply. She deserved it and he didn't overreact.
 
He already threw her and her friend up against the car though, so he minus whale go for it.

Gave me the creeps first couple times I saw it. It's still upsetting - you don't want to hear any human dying like that, much less a cop.
The audio is more compelling than the video IMO.
