Seatbelt law in New York?

Anyone know how I can approach and fight a ticket for wearing my seatbelt underneath my arm in NY? Law/section 1229c3 according to the paper.
 
There is only ONE WAY to legally not wear a seat belt in the proper legally prescribed fashion (over the shoulder) and that is to have a neck deformity that is so severe that wearing a seat belt COULD cause you or someone else bodily harm... This I know to be true because I do not legally have to wear a seat belt... I get stopped, show them my letter from my Orthopedic Surgeon and so far 4 State troopers and one New York City Cop have let me go UNTICKETED.... other then that, buckle up - - IF the law states a particular way to have the seatbelt strapped on, you won't be able to fight it- - - IF the law only states that one must be worn, then you COULD fight it... but in NY they are getting really strict with the seatbelts. I was stopped just 2 weeks ago by a road block "check point" and there were many State troopers there... I showed my letter, they took one look at my neck and off I went.... by the way, I AM a New York resident.
