Searching for fantasy novel - main char was a girl with tattoos that mysteriously...

...appears on her arms and legs? I'm looking for a fantasy novel I read about 4 years ago. Unfortunately I don't remember the name, or even enough details to search for it on google (perhaps it's just because the book is not very well known).

I do remember some details about the story, I am hoping someone has also read this book and would be able to recall a name or some other details for me.

- The main character is a late-teens girl with tattoos of runes that spiral up her arms and legs, the mysterious nature of these tattoos are a main plot element.

- The novel was part of a series. One of the books (either first or second) has a cover that features the back of a girl in a light blue dress, with her arms (and the tattoos on them) visible.

- The novel is set in a fantasy world, with cities and also some 'under city' areas inhabited by homeless poor people. The world also has several races/species living together - including one group with wings and one group who are immortal.

- The girl was homeless and lived with another boy and two younger girls together. Sometime in her early teens, other homeless girls who lived near her begun to get murdered. The bodies of the murdered girls would be covered in tattoos. These happened periodically, and as they happened, similar tattoos started to appear on the limbs of the main character. It is revealed later in the book that some powerful and evil sorcerer/magician/etc. was killing the girls and sacrificing them to the main character in order to turn the main character into something (she was unaware of this). Somehow this got stopped, the murders stopped, and the main character ended up living in a city.

- The story starts with the main character in her late teens. She is living as a student / apprentice in some law enforcement organization in one of the cities.

- The story also features a race of immortals, who do not tell people their real names because that is somehow very significant to their existence. The immortal beings are somehow created when they are 'named', and the main character gets marked by one of them as a 'consort'.

If anyone has read a fantasy novel like this, and remembers anything about it, please tell me.
