Screech noise every other time I turn?

Sounds like coming from beneath the front fenders, above the tires. Sounds like "eeeeeeeeckkkk", I know the sound helps analyse the problem. Could it be new break pads? Steering fluid is topped up
Really, a belt? Which one? I do have power steering and fluid is full
