Scientists include levels of confidence with their climate change data because:
a)they are unsure of their results
b)they are required to do this by law
c)they are indicating the level of accuracy in the data
d)they want to communicate that the data may be wrong

They are a political organization that is obviously using projections that aren't verified by real world data. They add the percent because it makes their results sound like they are more certain than they are. Applying an arbitrary "we are 90% sure" is asinine from a scientific point of view. When the models fail, they fail. That means they don't know why and putting an arbitrary number on why they must be right when they are obviously wrong is just stupid.
 
C, but I would prefer the wording "they are indicating the level of uncertainty in the result". Scientists analyze sources of uncertainty and the propagation of that uncertainty in calculated results. This analysis is used in the design of research programs to minimize the uncertainties. A scientist will, for example increase the number of measurements N for a variable with large uncertainties in order to improve the statistical significance the a result (which improves in many cases as sqrt(N).
 
Mixing science and politics makes for lousy science and totalitarian government.

The Nazis had a lot of "science" to prove their racial theories. It's easy to find scientists, or any other experts to say what you want said. And when mainstream media is on board, they can make a pretty convincing case.

As I said, this has all been done before.
