Then one could go to any place where 4 or more high school kids gather and be able to steal one of theirs in about 2 minutes.
 
What's the use of this? Drug outfits with any modicum of sense would be 2 to 3 steps ahead of these folks. Don't they watch The Wire?
 
Just an excuse to clamp down. Like the Olympic Park bombing, OK City, 9-11, you name it.

Both 'parties' looove to milk a crisis for all it's worth. If there is no crisis, they'll generate one; healthcare being a sterling example...
