School vouchers and special needs?

actually support school vouchers. Competition within the school system will stimulate better quality. Sweden has this type of system and they have one of the best standards of education in the school. Even the teacher unions there support it. I just have a question.
If the school voucher system is put in place, will kids of special needs still be able to attend a school? and How?
