School curriculum from authors book?

An author I know said to me we could "work together" in getting a character education curriculum introduced into the public schools. He said via a phone conversation he would give me permission to use his books to promote the program.

I have a program in place in my city in a charter school and now he telling me that I "stole" his program.
I have emails confirming our conversations, and now he's called me a stupid woman because the school contacted him and he did not respond. Why is this my fault and since he agreed to let me promote his books and program. Should I be concerned about legal action?

Educated answers would be appreciated.
