Most batman baddies are scary. Penguin and Jack Nickleson's Joker come to mind.

Voldemort from the first Harry Potter film scares me to. The two heaRAB!

When I was a kid it was the Chucky doll from the ChilRABplay movies

But I agree, usually I just laugh at horror movies these days, which is why I chose Don from Sexy Beast (Ben Kingsley). Menacing characters like that, and Dennis Hopper in Blue Velvet as mentioned above, are much more frightening than most horror villains, maybe because they're more real-to-life.
